Discussions center around calibrated opening up of hotels and hygiene/safety issues

A delegation of leading Online Travel Agents (OTAs) of India called upon Union Minister of State (I/C) Tourism & Culture Shri Prahlad Singh Patel today in New Delhi. The discussion centered around calibrated opening up of the hotels and accommodation units, issuing post lockdown protocols for safety and hygiene for accommodation units and travel related activities.

The Union Minister shared the plan of Ministry for rebooting the travel sector starting with Domestic Tourism and also listened to the inputs and ideas put forward by the OTAs.

The delegation further discussed matters relating to partnership with Ministry of Tourism on ways to leverage the Incredible India digital platform to provide better access to various tourist services. The other areas of cooperation included creating an e-market place for tourist guides and reform in Tax Collected at Source (TCS) and Tax Deducted at Source (TDS) for the OTA Sector.

Expanding the reach of environment friendly Compressed Natural Gas, Minister of Petroleum and Natural Gas & Steel Shri Dharmendra Pradhan, through an online ceremony, today dedicated to the nation 48 CNG stations and inaugurated 8 other CNG stations in the country. These 56 stations are spread over 11 States/UTs -Gujarat, Haryana, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, New Delhi, Punjab, Rajasthan, Telangana and Uttar Pradesh, and belong to 11 different entities-public as well private.

Lauding the efforts of all the stakeholders in expansion of the gas network in the country, Shri Pradhan said that 72% population of the country will soon be covered through the City Gas Distribution (CGD) network, with spread over 53% of the geographical area. He said that the Country is moving towards gas based economy. The number of PNG stations has gone up from 25 lakh to 60 lakh; 28 thousand industrial gas connections have risen to 41 thousand, and number of CNG vehicles has gone up from 22 lakh to 34 lakh. He said that it is a matter of satisfaction that besides the Public sector, private companies are whole-heartedly taking part in the expansion of gas infrastructure in the country.

Union Minister for Tribal Affairs Shri Arjun Munda launched the “GOAL (Going Online As Leaders)” programme of the Ministry of Tribal Affairs (MoTA) in partnership with Facebook at a Webinar in New Delhi today. MoS , M/oTribal Affairs Ms Renuka Singh Saruta; Secretary, M/o Tribal Affairs, Shri Deepak Khandekar and senior officers of the M/o Tribal Affairs as well as representatives of Facebook were present at the launch through webinar. The GOAL programme is designed to provide mentorship to tribal youth through digital mode. The digitally enabled program envisages to act as a catalyst to explore hidden talents of the tribal youth, which will help in their personal development as well as contribute to all-round upliftment of their society.

Announcing the program, Shri Arjun Munda said that the Digital literacy has gained importance in view of challenges posed by Covid pandemic. He said that MoTA’s partnership with Facebook through GOAL programme has come at the right time to provide a platform to tribal youth and women to move ahead in life. The program intends to upskill and empower 5,000 tribal youths in the current phase to harness the full potential of digital platforms and tools to learn new ways of doing business, explore and connect with domestic and international markets as is the vision of the Prime Minister Shri Narendra Modi. He expressed his confidence that digital skilling and technology will integrate them into the mainstream.The Minister explained that the programme has been designed with a long term vision to develop the potential of tribal youth and women to help them acquire skills and knowledge through mentorship in various sectors including horticulture, food processing, bee keeping, tribal art and culture, medicinal herbs, entrepreneurship among others.Starting with 5000, the programme can be extended to cover any number of tribal persons who show keen interest in being mentored to achieve their goals, the Minister added.

Raksha Mantri Shri Rajnath Singh commissioned Indian Coast Guard Ship (ICGS) Sachet and two interceptor boats (IBs) C-450 and C-451 in Goa via video conference from here today. The ICGS Sachet, the first in the series of five offshore patrol vessels (OPVs) has been designed & built indigenously by Goa Shipyard Limited (GSL) and is fitted with state-of-the-art navigation and communication equipment.

Commending ICG and GSL for this initiative of commissioning through digital means, Shri Rajnath Singh said, “The commissioning of these ships is an important milestone in India's coastal capability building process. Also, despite challenges like COVID-19, it is also a great example of our commitment and determination for the safety and security of the country. The rising power of 'our sea guard', ICG and Indian shipbuilding industry is a matter of pride for the country.”

As a part of steps to make more resources available for Covid-19 relief measures, the President of India, Shri Ram Nath Kovind, after contributing one month’s salary to the PM-CARES Fund in March, has decided to forego 30 percent of his salary for a year.

The President has given instructions to the Rashtrapati Bhavan to set an example by economising the expenditure, making optimal usage of resources, and dovetailing the saved money to combat Covid-19 and mitigate the people’s economic plight. In the President’s estimation, this will be a small but significant contribution to realise the government’s vision of making India self-reliant (Atmanirbhar) and energise the nation to take up the challenge to fight the pandemic and continue our journey for development and prosperity simultaneously. The Rashtrapati Bhavan will undertake the following measures to reduce its expenditure:

PM CARES (Prime Minister’s Citizen Assistance and Relief in Emergency Situations) Fund Trust today decided to allocate Rs. 3100 Crore for fight against COVID-19. Out of Rs 3100 crore, a sum of approximately Rs.2000 crore will be earmarked for the purchase of ventilators, Rs. 1000 crores will be used for care of migrant labourers and Rs.100 crores will be given to support vaccine development.  

The trust formed on 27th March 2020 is headed by Hon’ble Prime Minister (ex-Officio) and other ex-officio Members of the trust are Defence Minister, Home Minister and Finance Minister. While announcing this package, the Prime Minister has thanked all the donors for their generosity in contributing to the PM CARES Fund which will support India’s fight against COVID-19

Prime Minister had a telephone conversation today with Her Excellency Mette Frederiksen, Prime Minister of Denmark.

The leaders compared notes on the steps taken in the two countries to tackle the COVID-19 pandemic.  Prime Minister appreciated Denmark’s success in lifting the lockdown restrictions without causing an increase in infections.  It was agreed that Indian and Danish experts would remain in touch to learn from each other’s experience.

The Prime Minister Shri Narendra Modi yesterday interacted with Bill & Melinda Gates Foundation co-chair, Mr. Bill Gates via video conference. The dignitaries discussed the global response to COVID-19, and the importance of global coordination on scientific innovation and R&D to combat the pandemic.

Prime Minister underlined the conscious approach that India has adopted in its fight against the health crisis - an approach based on ensuring public engagement through appropriate messaging.  He explained how this people-centric bottom-up approach has helped win acceptability for physical distancing, respect for front-line workers, wearing of masks, maintaining proper hygiene, and respecting lockdown provisions.  

Prime Minister also highlighted how some of the previous developmental initiatives taken by Government - expanding financial inclusion, strengthening last mile delivery of health services, popularising cleanliness and hygiene through the Swachh Bharat Mission, drawing upon India’s Ayurvedic wisdom to enhance people’s immunity, etc - had helped increase the effectiveness of India’s response to the present pandemic.

Prime Minister appreciated the health related work being done by the Gates Foundation not only in India but also in many other parts of the world, including for coordinating global response to COVID-19.   He sought suggestions from  Mr. Gates on how India’s capacities and capabilities could be better leveraged for the general benefit of the world.

Some of the ideas that the dignitaries explored in this context included drawing upon India’s unique model of last-mile health service delivery in rural areas, dissemination of the effective contact-tracing mobile app developed by Government of India, and above all by leveraging India’s massive pharmaceutical capacity to scale-up the production of vaccines and therapeutics upon their discovery.   They agreed that given India’s willingness and capacity to contribute to global efforts, particularly for benefit of fellow developing countries, it was important for India to be included in the ongoing global discussions for coordinating responses to the pandemic.

In closing, Prime Minister also suggested that the Gates Foundation could take the lead in analysing the necessary changes in lifestyles, economic organisation, social behaviour, modes of disseminating education and healthcare, that would emerge in the post-COVID world, and the associated technological challenges that would need to be addressed.   He said that India would be happy to contribute to such an analytical exercise, based on its own experiences.

Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today said that the Central Information Commission (CIC) would start hearing Right to Information (RTI) Act applications of applicants from the UTs of J&K and Ladakh from tomorrow (15.05.2020). This was disclosed by Dr. Singh after meeting the Chief Information Commissioner Shri Bimal Julka, who called on the Union Minister here. The Minister said that applicants from J&K and Ladakh can file RTI applications from home and no one has to travel outside even for appeals to the CIC. This will usher in a new culture of “Justice from Home”, said Dr Jitendra Singh.
Applicants from both the UTs can file first appeal before the Officers designated by them and can avail the facility of hearing from home for 2nd appeal before the CIC. Moreover, the applicants can file RTI anytime through the online mechanism.
The Minister also informed that any citizen of India can now file RTI pertaining to matters related to J&K and Ladakh, which was reserved to only Citizens of erstwhile State of Jammu and Kashmir, before the Reorganisation Act of 2019.
 It is pertinent to mention here that consequent to the passing of J&K Reorganisation Act 2019, the J&K Right to Information Act 2009 and the Rules there under were repealed and Right to Information Act 2005 and the Rules there under were enforced from 31.10.2019. Dr. Singh stated that concerted efforts for smooth transition from the J&K RTI Act 2009 to the Central RTI Act  were taken by the offices of Ministry of Home Affairs, DoPT and Central Information Commission. The Minister informed that till 10th May, 2020, 111 second appeals/complaints ( fresh cases) from the UT of J&K have been registered in the CIC consequent to the Reorganisation Act,2019.
Training for CPIOs and FAAs is being planned and registration/alignment of Public Authorities of Union Territories of J&K and Ladakh on RTI online portal of DoPT is also being taken up with DoPT.
At present, all information commissioners are hearing cases and CIC headquarters are functioning with 33% official staff. Senior Information Commissioners are hearing cases from the office over video conferencing.

Doubling time for last three days slows down to nearly 14 days

Dr. Harsh Vardhan, Union Minister of Health & Family Welfare visited the National Centre for Disease Control (NCDC) and dedicated the COBAS 6800 testing machine to the nation, here today. This is the first such testing machine that has been procured by the Government for testing of COVID-19 cases and is installed at the National Centre for Disease Control.

The Union Health Minister also visited the Control Room and the Testing Laboratories, and reviewed the current status of COVID-19 testing with Dr S K Singh, Director (NCDC) and senior officials. Highlighting the achievements in ramping up the testing capability, Dr. Harsh Vardhan said, “We have now developed a capacity to conduct 1,00,000 tests per day. Today marks an important milestone as we have tested nearly 20 lakh tests for COVID-19 mark at  more than 500 laboratories including 359 Government laboratories and 145 private laboratories in the country”. He further added, “NCDC has been now equipped with the COBAS 6800, a fully automated, high end machine for performing real time PCR testing COVID-19 in the service of nation. COBAS 6800 will provide quality, high-volume testing with a high throughput of test around 1200 samples in 24 hours. It will largely increase the testing capacity with reduction in pendency.”

Highlighting its other features, Dr. Harsh Vardhan said that COBAS 6800 is a sophisticated machine enabled with robotics that minimizes the chance of contamination as well as the risk of infection to the health care workers since it can be operated remotely with limited human intervention. As the machine requires a minimum BSL2+ containment level for testing, it cannot be placed at just any facility. COBAS 6800 can also detect other pathogens like Viral Hepatitis B & C, HIV, MTb (both rifampicin and isoniazide resistance), Papilloma, CMV, Chlamydia, Neiserreia etc.

In a unique and 1st of its kind initiative during COVID pandemic, Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today interacted with staff and officials up to the level of Section Officers of all the three departments of DoPT, DARPG and DoPPW through Interactive Video Conferencing.

In his opening remarks, Dr. Singh said that Modi Government is committed to the well being of its employees and always showed concern for their welfare with a great degree of sensitivity. He said that during the COVID crisis, a very healthy system of Work from Home order is being followed with only 33 percent presence of staff in offices and this is a great testimony of the work friendly environment. Dr Singh said that senior officers of the Ministry are leading from the front in these trying times without putting other staffs at risk and expressed satisfaction that the output of the departments has increased and nowhere the work culture has suffered.

About 160 LMT food grains distributed to states/UTs, over 671 LMT in stock


As per the Food Corporation of India report dated 12.05.2020, FCI currently has 271.27 LMT rice and 400.48 LMT wheat. Hence, a total of 671.75 LMT food grain stock is available (excluding the ongoing purchase of wheat and paddy, which have not yet reached the godown).About 60 LMT food grains is required for a month under NFSA and other welfare schemes.
Since the lockdown, about 80.64 LMT foodgrains have been lifted and transported through 2880 rail rakes. Apart from the rail route, transportation was also done through roads and waterways. A total of 159.36 LMT has been transported. 15,031 MT grains was transported through 11 ships. Total 7.36 LMT food grains have been transported to the North-Eastern States.Under the NFSA and PMGKAY, for next 3 months total 11 LMT food grainis required in NE States.
Open Market Sales Scheme
During the lockdown, NGOs and social institutions running relief camps can purchase wheat and rice directly from FCI Depots at Open Market Sales Scheme (OMSS) rate. The State Governments can also purchase food grains directly from FCI.
State Governments can also provide rice / wheat to non-NFSA families who have been issued ration cards by the State Governments, for the next three months. Under the OMSS, the rates of Rice is fixed at Rs.22/kg and Wheat- Rs.21/kg.Meanwhile, FCI hassold4.68 LMT wheat and 6.58 LMT rice through OMSS during the lockdown period.
Pradhan Mantri Garib Kalyan Ann Yojana
Foodgrain (Rice/Wheat)
Under the PMGKAY, for next 3 months a total of 104.4 LMT rice and 15.6 LMT wheat is required of which 69.65 LMT rice and 10.1 LMT wheat have been lifted by various States and UTs. A total of 79.75 LMT has been lifted. The Government of India is bearing 100% financial burden of approximately Rs. 46,000 crores under this scheme.Wheat has been allocated to 6 States/UTs, - Punjab, Haryana, Rajasthan, Chandigarh, Delhi and Gujarat and rice has been provided to the remaining States/UTs.
Pulses
As regards Pulses, the total requirement for the next three months is 5.87 LMT. So far, 3.15 LMT pulses have been dispatched while 2.26LMT Pulses have reached the States/UTs and 71,738 MT has been delivered. A total of 12.75 LMT pulses (Toor-5.70 LMT, Moong-1.72 LMT, Urad-2.44 LMT, Bengal Gram-2.42 LMT and Masur-0.47 LMT) is available in the buffer stock as on 12 May 2020.
EC Act
The Department of Consumer Affairs has notified face masks and sanitizers under the Essential Commodities Act in view of their increased demand due to COVID-19. Prices of masks, sanitizers and ingredients used in their manufacturing have also been capped.
States have been given guidelines to ensure there is no obstruction in supply-chain management due to lockdown and check prices of all essential items. The Centre has delegated all powers to the State Governments to take decisions under the EC Act.
Food grain Procurement
As on 12.05.2020, total 268.9 LMTwheat (RMS 2020-21) and 666.9 LMT rice (KMS 2019-20) were procured.
End-to-End Computerization
Total 90% FPS automation has been done through e-PoS,while in total 20 states/UTs, it has been done100%.
Aadhar seeding of 90% ration cards havebeen achieved, while in 11 states/UTs, it has been done 100% .

From 1st June 2020, only Indigenous Products will be sold at the Central Armed Police Forces (CAPF) canteens and stores across the country

Prime Minister, Shri Narendra Modi, made an appeal yesterday to make the country self-reliant and use products made in India. Union Home Minister Shri Amit Shah has described this appeal as a guiding light to make India the Global Leader in future.
In this direction today, the Ministry of Home Affairs has decided that all the Central Armed Police Forces (CAPF) canteens and stores across the country will now sell only indigenous products, from June 01, 2020. The total purchase value would be around Rs. 2800 crore. With this decision, 50 lakh family members of about 10 lakh CAPF personnel will use indigenous products.

Dr Harsh Vardhan informed the States/UTs that as on 12th May 2020, a total of 70,756 cases have been reported from the country in which 22,455 persons have been cured.

DR. HARSH VARDHAN ENGAGES WITH HIMACHAL PRADESH, UTTARAKHAND AND UTS OF JAMMU-KASHMIR AND LADAKH TO REVIEW PREPAREDNESS AND CONTAINMENT MEASURES TAKEN FOR COVID-19 MANAGEMENT

Dr. Harsh Vardhan, Union Minister of Health and Family Welfare held a high level meeting here today with Sh. Girish Chandra Murmu, Lieutenant Governor of the Union territory of Jammu and Kashmir, Sh. R. K. Mathur, Lieutenant Governor of the Union Territory of Ladakh, Sh. Trivendra Singh Rawat, Chief Minister of Uttarakhand, and Shri Jai Ram Thakur, Chief Minister of Himachal Pradesh in presence of Sh. Ashwini Kumar Choubey, MoS, Health and Family Welfare. This is as a part of series of personal interactions with various State Health Ministers and Collectors of Red Zone districts to take stock of preparedness and measures for management of COVID-19 in the States/UTs.
At the outset, Dr Harsh Vardhan informed the States/UTs that as on 12th May 2020, a total of 70,756 cases have been reported from the country in which 22,455 persons have been cured and 2,293 deaths had occurred. In the last 24 hours, 3,604 new confirmed cases have been added and 1538 patients were found cured. While the doubling time in the past 14 days was 10.9, it has improved to 12.2 in the last three days, he noted. He added that the fatality rate is 3.2% and recovery rate is pegged at 31.74%. He also added that (as of yesterday) there are 2.37% active COVID-19 patients in ICU, 0.41% on ventilators and 1.82% on oxygen support. Dr. Harsh Vardhan highlighted that the testing capacity has increased in the country and it is 1, 00,000 tests per day with 347 Government laboratories and 137 private laboratories. Cumulatively, 17, 62,840 tests have been done so far for COVID-19. Whereas, 86,191 samples were tested yesterday.
Dr. Harsh Vardhan stated, “Appropriate measures are being taken to combat COVID-19 and with the cohesive efforts of both Centre and States/UTs, adequately growing numbers of dedicated COVID hospitals, Isolation & ICU beds and Quarantine centres being identified and developed so far provides us the assurance that the country is well-prepared to face any eventuality due to COVID-19”. Centre is also supporting by providing sufficient number of masks & Personal Protective Equipments, etc., to the States/ UTs / Central Institutions, he further added.
After a brief presentation on the status of COVID-19 cases in the States/UTs and its management, Dr. Harsh Vardhan stated, “In view of the surge of returning migrant labourers, States/UTs need to focus on more effective surveillance, contact tracing, adequate testing and timely treatment of all the returnees. This also includes the ones that shall be returning from abroad”. Various Satets/UTs outlined the preparations being made for their testing at the point of disembarking, quarantining them, testing and further treatment.  He also suggested that the downloading of Aarogya Setu should be made compulsory for all returnees for better contact surveillance and suitable medical interventions.
Dr Harsh Vardhan also stressed upon ramping up the surveillance for Severe Acute Respiratory Infections (SARI) / Influenza Like Illness (ILI) in the affected and non-affected districts. States/UTs were suggested to take the help of the Medical Colleges, if they are present there. “Such measures will help to indicate the presence of any possible hidden infection at an early stage thus helping in its timely containment”, he added. He appreciated the work done for SARI/ILI surveillance, and the work undertaken by IDSP for contact tracing and monitoring in Uttarakhand. The UT of Ladakh stated that they have started mobile medical vans to reach to far flung areas to provide non-COVID essential services. Shri R K Mathur stated that they are keeping some doctors and police personnel in reserve so that they can be deployed on rotational basis for full time management of COVID-19 in the UT. They are also working integrally with the Panchayats and community elders for awareness generation and confidence building. All the States/UTs expressed gratitude for the technical and other support being continuously provided by the Central Government. Sirmaur district in Himachal Pradesh is providing training with COVID-19 appropriate behaviour to barbers and salon operators to prepare them for the post-lockdown operations. Ayurvedic immunity boosters have also been provided to frontline health workers, police personnel and paramilitary forces, Shri Jai Ram Tahkur stated.

6037 Indians have been flown back to India in 31 inbound flights operated by Air India and Air India Express under Vande Bharat Mission in 5 days beginning from 7th May 2020.

Government of India started Vande Bharat Mission - one of the largest initiatives to repatriate nationals back to India, on 7th May 2020. Under this mission, Ministry of Civil Aviation is coordinating with Ministry of External Affairs and state Governments for bringing Indians back to their homeland.

Air India along with its subsidiary Air India Express are operating a total of 64 flights (42 by Air India & 24 by AI Express) to 12 countries viz. USA, UK Bangladesh, Singapore, Saudi Arabia, Kuwait, Philippines, UAE and Malaysia to repatriate 14,800 Indians back in the first phase.

Each and every function in this massive air evacuation mission strictly adheres to the safety and hygiene protocol laid down by the Government and DGCA. MoCA, AAI and Air India leave no stone unturned to prioritize the safety of passengers, the crew and ground handling staff in these sensitive medical evacuation missions.

HIL  has written letter to ten southern African Development Community (SADC) for supply of DDT in view of warning issued by World Health Organisation about increase in Malaria cases in the region in coming months.

‘SHRAMIK SPECIAL’ TRAINS WITHOUT ANY HINDRANCE TO FACILITATE FASTER MOVEMENT OF STRANDED MIGRANT WORKERS TO THEIR NATIVE PLACES


MHA TO STATES: COOPERATE WITH RAILWAYS IN RUNNING MORE ‘SHRAMIK SPECIAL’ TRAINS WITHOUT ANY HINDRANCE TO FACILITATE FASTER MOVEMENT OF STRANDED MIGRANT WORKERS TO THEIR NATIVE PLACES

Cabinet Secretary chaired a meeting, through Video Conference on 10th May 2020, to review assistance provided by all States/ UTs Governments to the movement of migrant workers in buses and ‘Shramik’ special trains.

In pursuance of this meeting, MHA has written to all States/UTs to prevent migrant workers to resort to walking on road and on railway tracks to reach their native places. It was emphasized that ‘Shramik’ special trains and buses have already been allowed to enable their travel. Hence, they may be facilitated to board the ‘Shramik’ special trains or buses to their native places and till that time the migrants may be counseled and taken to nearby shelters.

It was further emphasized that all State/ UT Governments should cooperate with the railways in running of more number of ‘Shramik’ special trains without any hindrance to facilitate faster movement of stranded migrant workers.

Cabinet Secretary chaired a meeting, through Video Conference on 10th May 2020, wherein the issue of restrictions being imposed by some States/ UTs on the movement of medical professionals and para-medical personnel was flagged.
In pursuance of this meeting, MHA has written to all States/UTs pointing out that unhindered movement of all medical professionals is essential for meeting public health requirements and saving precious human lives. Any restriction on the movement of medical professionals and para-medical staff can lead to severe constraints in rendering COVID and non-COVID medical services, it adds.
In the view of above, the communication emphasizes that all State/ UT Governments should ensure smooth movement of all medical professionals, nurses, para medical, sanitation personnel and ambulances. This would help in rendering all COVID and non-COVID medical services to patients without any constraint. It was also stated that the inter-State movement of all above mentioned professionals may be facilitated by the States/UTs.
It has been further emphasized that all private clinics, nursing homes and labs, with all their medical professional and staff, be allowed to open. This would facilitate in catering to all patients, COVID and non-COVID emergencies, without any hindrance and relieve the burden on hospitals.

Union Ministry of Home Affairs (MHA) has issued Standard Operating Protocol (SOP) to facilitate movement of persons by train.
Movement of passengers to & fro and entry at the railway station would be permitted only on confirmed e-ticket. There would be compulsory medical screening of all passengers. Only asymptomatic persons would be allowed to board the train. During the travel and at the railway stations, Strict adherence to Health/hygiene protocols and social distancing.
All passengers would be provided with hand sanitizer at entry and exit points at station and in coaches. Further, it would be ensured that all passengers wear face covers/ masks at entry and during travel. On arrival at their destination, the traveling passengers would have to adhere to such health protocols as are prescribed by the destination State/ UT.
Movement of trains shall be permitted by Ministry of Railways (MoR), in a graded manner, in consultation with Ministry of Health & Family Welfare (MoHFW) and MHA.

The flagship social security scheme of Government of India ‘Atal Pension Yojana’ (APY) has completed five years of successful implementation. Launched on 9th May 2015 by Hon’ble Prime Minister Shri Narendra Modi with an objective of delivering old age income security particularly to the workers in the unorganised sector and Government providing guarantee of minimum pension after 60 years of age, the scheme even after garnering 2.23 crores workers under the ambit of pension still remains unequivocally relevant for addressing the challenges of rapidly increasing aging population of India. Apart from remarkable enrolments, the scheme has been implemented comprehensively across the country covering all states and Union Territories with male to female subscription ratio of 57:43.

The journey of APY over these five years has been phenomenal and as on 9th May 2020, the total enrolment under the scheme stood at 2,23,54,028.  During the first two years of its launch, almost 50 lacs subscribers were enrolled which doubled to 100 lacs in the third year and the milestone of 1.50 crore was achieved in the 4th year. In the last financial year, almost 70 lacs subscribers were enrolled under the scheme.

Raksha Mantri Shri Rajnath Singh stressed the need for India to become self-reliant and “net exporter of technology”.

Raksha Mantri Shri Rajnath Singh stressed the need for India to become self-reliant and “net exporter of technology”. He addressed the scientists of Defence Research and Development Organisation (DRDO) on the occasion of National Technology Day (NTD) in here today through video conference. 

Shri Rajnath Singh said, “In the last five years, we have set new targets, and worked hard to formulate the right policy framework to achieve them. I am sure that you can see this change in every field of defence research, development and manufacture.” He added, “We always have to keep in mind that there is no alternative to indigenous technology and indigenous manufacture. We will be truly self-reliant only when India succeeds in becoming a net exporter instead of a net importer of technology.” 

While calling upon the country’s pool of experts to contribute to make India a technological powerhouse, Shri Rajnath Singh said the Government and people fully support their future endeavours in this direction. 

Shri Rajnath Singh said defence organisations are tackling the challenges posed by COVID-19 using state-of-the-art technology. India’s defence forces and Research & Development efforts have contributed significantly in finding solutions to the challenges posed by this invisible enemy. He added, “DRDO has developed more than 50 products in the last 3-4 months, like bio suit, sanitiser dispenser, PPE kits, etc through its continuous efforts to contribute to the fight against COVID-19. The indomitable spirit of our defence industry has increased the opportunity for mass production of these high quality products in record time.” 

The NTD is observed on 11 May commemorating the nuclear tests conducted at Pokhran in 1998 that symbolised successful achievements of home grown technologies and stressed the need for self-reliance in critical areas.

Speaking on significance of the occasion, Raksha Mantri said, “This day is dedicated to the knowledge, talent and perseverance of our Indian scientists, especially those who have made their valuable contribution in finding solutions to the complex national security challenges of the country”.  He further said, “National Technology Day is an opportunity to take stock of our technological advancements and if we are to emerge as a technological force then we should know what to do. Such introspection is necessary because science and technology have become the most important drivers of a nation’s economy.” The day reminds us of the continuous effort to achieve self-reliance in important technologies, encourage innovations and maintain technology flow for product realisation, he added.

National Technology Day 2020 was celebrated at DRDO to commemorate and pay tribute to the dedication, determination, and sacrifice of scientists and engineers, who have worked for achieving a national technological identity with the success of Shakti-Pokhran 2. On this occasion, a webinar was held and a Presentation on DRDO technologies to fight against COVID-19 was given.

Member NitiAayogDr VK Saraswatin his address congratulated DRDO for outstanding work done during the first 45 days in fight against COVID-19.He stated that the country has energised S&T infrastructure in this fight.He further advised DRDO to provide more focus on life sciences laboratories and must revive work on bio-defence programme. He emphasised the need for the development of more robotic devices where DRDO has strong base. 

Principal Scientific Advisor (PSA) to the Government of India Prof K VijayRaghavan in his speech appreciated DRDO and said that it is extraordinary for it to rise to the occasion in the fight against COVID-19. He said that we should develop indigenous capability in all technology areas. He also emphasised the need of developing IT enabled technologies and applications.

Secretary DDR&D & Chairman DRDO Dr G Satheesh Reddy congratulated all the teams for their innovative efforts in supporting the fellow citizens, Armed Forces and Corona Warriors in combating COVID-19. He appealed to all to rededicate themselves to the service of the nation by providing cutting edge technologies for making the country strong and self-reliant. 

Dr Reddy said that during lockdown, products should be supplied all over the world. Delayed delivery is no delivery. The DRDO has developed 53 products to fight COVID-19. He added that some of the systems were inducted in record time.

On 09 May 20, the Indian Air Force (IAF) carried out its latest task as part of its humanitarian assistance and disaster relief (HADR) operations by assisting the state government of Andhra Pradesh in tackling the Vizag gas leak. Based on the request from Industries and Commerce department of the Government of Andhra Pradesh, IAF airlifted 8.3 T of essential chemicals required to effectively control the gas leak that occurred at Styrene Monomer Storage tank in LG Polymers at Vizag, Andhra Pradesh.

177 NEW MANDIS FROM 10 STATES & UTS INTEGRATED WITH THE E-NAM PLATFORM FOR MARKETING OF AGRICULTURAL PRODUCE

The Union Minister of Agriculture and Farmers Welfare, Shri Narendra Singh Tomar today launched integration of 177 new mandis with the National Agriculture Market (e-NAM) to strengthen agriculture marketing and facilitate farmers to sell their harvested produce through the online portal. The mandis integrated today are as follows: Gujarat (17), Haryana (26), J&K (1), Kerala (5), Maharashtra (54), Odisha (15), Punjab (17), Rajasthan (25), Tamil Nadu (13) and West Bengal (1). With the launch of 177 additional mandis, the total number of eNAM mandis across country is 962.

Launching the new mandis through video conferencing, Shri Tomar said efforts should be made to strengthen eNAM further to benefit the farmers. He said eNAM portal has been envisioned by the Prime Minister Shri Narendra Modi as an ambitious use of technology for the benefit of farmers.

Earlier, 785 mandis were integrated with eNAM across 17 States and 2 UTs, with a user base of 1.66 Cr Farmers, 1.30 lakh traders and 71,911 Commission Agents. As of 9th May 2020, total volume of 3.43 Crore MT & 37.93 Lakh numbers (Bamboo & Coconut) collectively worth more than Rs. 1 lakh crore has been traded on eNAM platform. Digital payment worth Rs. 708 Cr have been done via eNAM platform, benefitting more than 1.25 lakh farmers. eNAM facilitates trade beyond mandi/ state borders. A total of 236 mandis participated in inter- mandi trade across 12 States whereas 13 States/UT have participated in the inter-state trade allowing farmers to interact directly with distantly located traders. At present, 150 commodities, including food grains, oilseeds, fibers, vegetables and fruits, are being traded on eNAM. More than 1,005 FPOs have been registered on eNAM platform and have traded 2900 MT of agri-produce worth Rs 7.92 Crores.

Prime Minister Shri Narendra Modi today paid tributes to all the scientists in the country who are using science and technology to bring a positive difference in the lives of others.
“On National Technology Day, our nation salutes all those who are leveraging technology to bring a positive difference in the lives of others. We remember the exceptional achievement of our scientists on this day in 1998. It was a landmark moment in India’s history”, he said.
Referring to the Pokhran Tests which took place on the 11th of May 1998, Prime Minister said the nuclear tests then were possible only due to a strong political leadership. Prime Minister also shared his quote on the tests, during his one of the MannKiBaat programme.

In early response to COVID-19, nationwide lockdown was ordered with effect from 25th March. As the lockdown is being gradually released in some zones, certain economic activities are being permitted as per NDMA orders No.1-29/2020-PP dated 1st May 2020 and MHA order No. 40- 3/2020-DM-I(A) dated 1st May 2020.
Due to several weeks of lockdown and the closure of industrial units during the lockdown period, it is possible that some of the operators might nothave followed the established SOP. As a result, some of the manufacturing facilities, pipelines, valves, etc. may have residual chemicals, which may pose risk. The same is true for the storage facilities with hazardous chemicals and flammable materials.
National Disaster Management Authority has issued 
1. Guidelines on Chemical Disasters, 2007
2. Guidelines on Management of Chemical (Terrorism) Disasters, 2009 and
3. Strengthening of Safety and Security for Transportation of POL Tankers,2010, which are relevant for chemical industries. The Manufacture, Storage and Import of Hazardous Chemical Rules, 1989 under Environment Protection Act, 1086 provide the statutory requirements for these industries.
When Lockout/Tagout procedures are not in place, many energy sources can prove to be hazardous to operators/supervisors who are servicing or maintaining electrical, mechanical or chemical equipment. When heavy machinery and equipment are not maintained periodically, they can become dangerous for the operators/engineers.
